In a layered structure, would it still be High 1B if the first layer was High 1B and there were infinitely overlapping layers?
 
The entire structure would only be Low 1-A, even if the first layer is High 1-B, because they are part of the same structure.

Depend.If higher layer is infinitely superiorty to lower layer then it’s higher than tier high 1-B(low 1-A or higher I guess)but if there is no difference between higher and lower layer then no,still high 1-B but far above baseline

each layer exceeds each other infinitely and there are infinite layers
