1. Not sure if that tierable, need more context
2. Depend on how the verse interpret. It possible you to be 3D living in the 4D realm. If to go to 4D realm you have to be on the same level existence, then that person might be 4D.
3. Heaven dimension mean nothing by itself. Need more context on how it work.

2. No, living on higher dimension doesn't grant you the tier itself. Unless you have feat of destroying, or affecting the entire structure, even if you when destroy a building on a higher dimension, you still building level, unless that building scale to something else. All and all require extremely good evidences
