King has his Kong's engine which is a feat tactic that has caused people to run away or even faint in fear. It just has to scare his opponent. Which is his win cond. he has gone up against higher people before

He's also lucky in-verse, which got him S-Class in the first place. Everyone heard about him from then, and pretty much everyone knows him as the world's strongest man. His King's Engine is his heartbeat which is misinterpreted by people due to his reputation. Joker would have to know more than the fact that King is a hero for this to be a fair fight.
