Hetalia Characters Using Military, Preparation, And Tier

So I have made 2 new pages on Germany and Hetalia however I now have a question.

Rick Sanchez is a normal human, yes he is intelligent and also has technology. But many people have said that the reason his tier is "possibly 2-A" is because of preperation.

If this is the case. I would like to question how much of a buff does one get due to technology, preperation and Intellgence.

I would also like to point out that I believe most Characters have a higher intelligence than Average or Above Average. This can be discussed further.

Prep only gives a buff if they can create something or prepare a technique that does higher amounts of damage than their standard abilities and equipment. If they don't have feats or statements to back them there's no buff.
