Ikki wouldn't start with Ittou Rasetsu against and unknown, so Dongtae stabs him with time cutter, paralyzes him and then wails on him.

Well the CRT will be up in a few days probs, and by then Ikki will stomp, cus his 8-C will turn into 8-A, so you know what that means.

For now though, it depends, how in character is it to open with time stop for Dong?

I see. Well then i don't think i can argue a lot currently. Since not only is Ikki's tier wrong currently, but he's also missing a lot of skill feats and stuff. So i am unsure currently. He may have a chance with trackless step, but if it's thought based things become harder.
