Yeah the mid tiers are my favorite. I'm not a Universal+ fan in general because it gets me confused x.x

Anyway i think the white dragon takes this over the red salamander,
while the regular belial scythe will not be very usefull since natsu can burn magic hakuryuu takes this via:
1: slight superior stats
2: far better flight and stamina
3: the possibillity of him just flying away and casting extreme magic

Natsu's low 6-B keys are kinda unusable as a starting tier for battles as he can use like 2 attacks in these forms before dropping back to his 6-C key
