Yeah I think that is just a misunderstanding on how it works,

By saying that, don't they mean that all extensions of 1-A ( 1-A+ ) will always be inferior to an H1-A structure, so not in the sense of having a simple superior quality in the same way as two structures in a 1-A hierarchy? To support the superior “algorithm” of an H1-A hierarchy.

With a qualitative transcendence on 1-A I don't think you'd be in a different frame, what's considered an algorithm is what defines an entire hierarchy, the fact of transcending a 1-A reality doesn't necessarily show that you're operating on a totally different hierarchy, transcendence is precisely the same in the sense of operating on the same thing (an irreducibility to the physical elements of reality) whereas to consider a higher system you'd have to have an irreducibility that the structure could have with extensions in the qualitative system on which it can operate, a concept or anything with a defined quality that defines the entire hierarchy.
