Depends on how common R>F is in the verse. But usually it's 1 Layer above Baseline 1-A. Getting High 1-A with R>F on a 1-A structure will be difficult and require a lot of context.

No. It'll just be an extra layer into 1-A; for High 1-A, you need to transcend the entire hierarchy between a 1-A and non 1-A. For example: viewing the concept, relationship and/or duality between a 1-A and non 1-A as virtual or fiction, is merit for High 1-A.
