GT and DBS Goku

Shouldn't base DBS Goku be at least 3-C if GT Goku is? GT Goku's reason is cause he fought people comparable to Kid Buu. There's Tagoma in DBS whom Gohan compares to himself in his prime, I.E. mystic Gohan, and Vegeta casually one shots the guy.
