Not sure if a Care Bear's empathic manipulation affects someone who already is lovable and caring like Bewear (yeah, I read its dex entries. What of it?). Even then, considering that Grumpy still has better hax nonetheless and can BFR Bewear (I'll assume SBA location here), well, it shouldn't be an issue for Grumpy. Gonna have to give it to the grouchy blue bear here.

I don't see Safeguard or Mist anywhere (I don't think Care Bear Stare would really be either a physical or a special since it doesn't hurt anyone), plus I don't think held items are ever allowed in Vs Debates. If they were, a Mental Herb or an Eggant Berry would've been able to handle the effects of it (since they both remove infatuation).

Long story short, no.

Actually it can hurt if the Bear wants it to or if the target is evil.

But it's not the least bit in character for them to try and hurt someone, and Bewear I don't think is evil so that shouldn't be an issue here.

SBA says Grumpy is willing to hurt him; SBA does not say he wants to hurt him.

If it's in-character for one of them to simply make the other person give up instead of killing them then they will do that. SBA says that if their only option is to kill, they're not going to avoid doing so because they normally wouldn't.
