I think that the artifact should be Low 2-C. It's an artifact that is as powerful as the Apple of Discord, in which could destroy all of existence if destroyed (as stated by Mandy). Grim was going to destroy the apple. Not to mention that Grim can create holes in spacetime with it and make the world a void of entropy. Scales to no one. Not even Grim. It's just an AP upgrade with the scythe.

About creating portals, that's not Justification for Low 2-C AP at all.

Also, the apple is regular dura if it's not destroyed the right way. The universe still existed when it was ripped in three. And the scythe is still as powerful as it, evidenced by the fact that everyone wanted the title of the grim reaper for the scythe in several episodes, especially the ones with young grim.

Finally, the scythe should be more powerful than Mandy's smile (yes, I'm going there), which reset the universe to where the three main characters were the PPG.

No, the fact that Grim never do something in the Tier 2 range explicitly it what makes me think that he is mostly hax and not raw destructive.

Other scaling evidence is that one skull that grants wishes is a being beyond time and space imprisoned on earth, and even that is a trunk object for Grim.

Eris also has multiple statements of being capable of taking over the universe.

It would put her strength above that skull being with low 2-C AP. For the record, absolutely no one in the verse has universal durability. Eris, Grim, Mandy, and the skull are all glass cannons. Also, at the very least, they're all at low 2-C via reality warping, correct?
