As far as I know, the second game didn't conclude with the goo eating all the turtles. But then again, you have a point. It's been awhile since I played the second game.

2-B is a finite amount of universes. I mean that is 2-B because of him keeping to eat turtles forever with him getting bigger everytime he eats one. Basically him growing up to reaching an Ad-Infinitum size of universes.
