Everything here looks in order, personally I'd make his tier Just 2-C myself
 
Just go 2-C for this guy. He scales close enough to Superman for that to be an accurate point of comparison
 
2-C is probably fine, yes.
 
Gonna be honest, an issue I read recently made question whether it's proper to scale all of the League's heavy hitters to Superman's full power.

However, that was only a single issue and I don't have anything beyond that to contradict it, so right now I don't mind scaling Pre-Crisis Hal to Superman either. Especially since the destroying-timelines-feat was from the GLC and a fraction of 2-C is still 2-C.
 
Superman is most often depicted as being the heaviest hitter of the League, vast amounts of strength is basically his contribution to the group alongside Batman's Strategery, Wonder Woman's H2H skill, Flash's overwhelming speed, Lantern's constructs, or Manhunters Psyonics. Its not too much of a gap but it is a significant difference.
 
Didn't superman say Martian Manhunter is stronger than he is in terms of actual strength, and that his issue is more just a common weakness?

Also, does GL have any notable powers in his Pre-Crisis self?
 
I think him being a bit stronger was just a general thing. I know of the specific scan for Post-Crisis but felt like it was also a thing pre.

Then you're talking about this, still Superman didn't admit that MM was physically stronger than him, only that in general he is one of the most powerful begins he personally know, probably due of his broken telepathy and his other abilities.

Also, considering that Superman had too be stated many times over to be the most powerful hero on Earth, i think it would make more sense of MM to be comparable rather than stronger.
 
I'm having trouble loading the scan for some reason. If it's from when MMH was guarding the artifact Mongul sent Superman to get, just keep in mind that Superman utterly stomped MMH in that instance as soon as he used his full power.

Is there a feat that scales Superman's speed to him for that tier?

Immeasurable speed is usually associated with Time Travel by speed.
 
I mean, if he can fight evenly with Superman, then I think it's safe to scale his speed to him. Besides, it's not like all who scale to Superman have time-travel by speed feats.
 
I think that MFTL+ speed seems safer. That was Superman's regular displayed speed during races with the Flash and similar.
 
Superman should preferably have a "Massively FTL+, Immeasurable via time travel" speed level in the first place.
 
I think superman's speed is only immeasurable after a little acceleration. Not really applicable to fight speed which is more often than not measured by his starting speed. Fortunately said starting speed is massively FTL+ but that is most likely what other characters would scale off of
 
Only exception I can think of is The Flash, depending on if you decide to make a Pre Crisis key for him, and even he's only capable of such speed after a little acceleration as well.

Overall MFTL+ is the best option for everyone
