I think Black Hole actually did that. That's how I interpreted the terrible cinematic time in BFB 4.

I think I'm gonna go for Black Hole here. Dragon Dancing takes quite a bit of time and if the Space-Time part is true, that would slow the beam down a good amount. If Rayquaza gets up close and personal with Dragon Ascent it's pretty much screwed. Black Hole's also massive and passive deconstruction will help a lot with that.

Of course, even the slightest Dragon Dance to increase speed should do in order to outspeed the gravity, or straight-up poisoning Black Hole and outlasting it should do.
Given the logic this is literally a Black Hole, Rayquaza would at least try to play it safe by staying out of Black Hole's range while firing special attacks of his own.
