Agreeing with @LordGriffin1000 on this one. I see more going for Kabuto that ends in his victory than Onoki in comparison.

I'll vote Kabuto FRA.

Onoki has flight and could reach a point were Kabuto can't reach him + a insta kill move with good range but a Jinton that massive is not likely gonna be used right off the bat meanwhile Kabuto has versatility on his side and with Sage Mode senses he should be able to dodge small scale Jinton's and that jutsu he used that sends out the blinding light and sound mess with Onoki unless he has sensory abilities to counter this.

Just to point out, if Onoki flies too far away it would take too much time for the Jinton to reach Kabuto so he could escape the area but that depends on the distance.

In character Ohnoki goes for particle style before Kabuto goes for white extreme attack. And obviously if Ohnoki sees Kabuto is dodging everything he'll use a bigger one because he's not dumb. Even if they use their attacks at the same time, and Kabuto dodges the particle style beam, there's time for Ohnoki to see the dragon curling around before it explodes, and he'd use particle style again larger.
