I vote for Phil winning the battle. Baldi can hear everything in his school and Phil has no reason to not use his whistle to win before Baldi could get close enough to do anything, so Phil could win no matter where he is in the school. Baldi would most likely start slow, so Phil wouldn't get speed blitzed. Baldi has been shown to move super fast from a standstill via glitching space, but it's out of character for him to do that at the beginning of a conflict, and I'm not even sure if he even knows this can happen.I mean, Phil was literally running away from Area 5.1 agents at the start of Riddle Transfer 2, especially since he had nothing to defend himself with at the time. Plus, if I ever saw a man slapping his ruler menacingly on his hand as he starts chasing me, I would run away if I have nothing on me to defend myself or play a range game if the former isn't the case, and that would be what Phil would do.
Phil can nullify Baldi's hearing and Temporarily stun him and has way better Durability, so I'm going him for now.It's funny to see how Phil looks like a young Baldi with the similar bald head and green clothing.
Story: At some point in his dream, Phil finds himself enrolled in Here School. Knowing how boring it is to learn, combined with the fact that he heard the teacher happens to be very abusive, he decides to escape school once again. However, Baldi isn't going to have it in letting another student escape him alive.
Speed is unequalized, Dream Phil is used, and the battle takes place in Here School. Both of them start 20 meters apart from each other and have access to all of their equipment.

If you never bothered to read this argument:Baldi can blitz but is no one going to address his specific speed when he's first angered? OR that phil ìs a stone wall?
With SBA, does baldi start at his strongest (ie, fastest speed)? With the current conditions, baldi can only really ragdoll poor phil and potentially BFR him with his superior speed. And that's from a guy that briefly watched baldi gameplays and played all of Riddle School
A fighting style that is very simple at that, being to move a few meters at a time and taking a break for a second. If Phil were to see him running at him like that, it's likely for him to just blow his whistle out of self defense before he could reach him, which is something that doesn't necessarily require fighting experience. Also, Phil has been used to facing others smarter than him.
But like I said, Baldi in gameplay doesn't start off at his peak speed when he initially starts getting angry, only choosing to move a few meters and stopping for a second before slapping his ruler to move another few meters. Also, the Spatial Manipulation has only been done at his angriest state, so he won't start doing it unless he gets angrier somehow.
