I thought Goro was supposed to be downgraded to 9-A with the rest of the low tiers. there is no way he gets scaled to Raiden

Goro is now 9-A, the match can be made.

Let's start with AP. Goro downscales from 0.086 tons, as he can't defeat Sub Zero (who's equal to Scorpion) even when paired with Kintaro.
Sagat scales above 0.04 tons, as he could easily block Adon's attacks and oneshot him.
Overall, they should be somewhat even.

None of them has ever experienced a fighting style like that of his opponent, although Goro might have seen something resembling Muay Thai. For obivous reasons, Sagat has never fought a 4-armed man, but for what we know Goro also hasn't fought any complete Muay Thai fighter, especially one like Sagat.

Interestingly enough, both are used to fight opponents smaller than them, although it's possible that both of them have had matches against other tall fighters (Goro sparring with other shokans, Sagat fighting against other tall Muay Thai pratictioners and fighters in general).

Both their types of throws and grapples kinda involve using their size, so that might be awkward, and Goro apparently uses more grapples than Sagat.
They are also in the same LS class, although I wouldn't know how to compare them, Goro scale to ripping off heads, while Sagat to easily tossing large bears away, which doesn't have a calc.

Before talking about the biggest argument, I want to mention minor things.
Projectile-wise, both have them. Goro can shoot and spit fireballs and breath streams of fire, while Sagat can use Tiger Shots and Tiger Cannons.
None of them have particularly special powers, Goro can cause tremors and Sagat can set his knee on fire, but the first seems to be more useful.
In terms of stamina and range they should be even, although Sagat is more used with kicks.
Both have ways to enhance their special moves (although Goro and MK people in general don't have it on their profile).
Goro has the Dragon Fangs, which are very good tools, but I don't know how they would influence the fight, maybe Sagat would try a less close approach?

Skill, experience and else is an interesting can of worms.

Goro has possibly the experience in terms of sheer numbers of fight. He's hundreds of years old and has conquered many regions for Shao Kahn, and has won the last 9 Mortal Kombat tournaments, likely against the single best fighter of the competition, at least judging by how went the tournament in MK9.
However, he lost to quite some people, like Liu Kang, Kung Lao, Sub-Zero and Kotal Kahn (the comics might not be canon, but their battle is referenced multiple times in the games). That also make me think that he won the tournaments thanks to his sheer brutal strength, rather than actual skill.
Him being portrayed as an overconfident brute may even have hindered his personal improvement, when it comes to training and such.

Sagat is way younger than Goro, but started fighting since he was a child, and was famous in the entire world by the time of the first SF and related tournament. He also regularly entered the second and third tournament, and he isn't new at "generic" matches, since he fought Adon and Ryu outside of a tournament.
He also trains regularly to always improve and surpass Ryu, and that should not be underestimated, because with that comes a specific mindset. Sagat used to be very confident, but changed during the journey he went through after realizing Ryu held back in their rematch, and as of now he is very level-headed, seasoned and focused, showing it throughout the (little) story available.
And I think that would be a major factor, being used to fight and train regularly, recognizing and exploiting the overconfidence of the opponent (like with Adon in SF4, or with Dan), having a more clear mindset etc. can make a huge difference.

Overall, I think Sagat would win, although with great difficulties given the Dragon Fangs and Goro's unorthodox style.

I really like Saman's analysis and I hope I can contribute to it.

While keeping his analysis in mind, I'll add a few more points of my own.

Sagat has a slight advantage in power variety, I think. His stun mechanic isn't anything very drastic, nor is the damage boosting and ESP, but it's all there. The ESP might actually be a bit useful defensive-wise, as he could keep track of Goro's movements a bit easier.

With them both being Class 5 and Goro's feat being unclear, their physicals would make the difference in grappling. Goro's apparently 2,48cm, while Sagat stands at a solid 2,24. Not a significant advantage, but Sagat has a lower center of gravity, which would make grappling a bit more difficult to him. However, Goro has four arms, which would allow him to perform more maneuvers and control Sagat far better than Sagat could. Besides, Goro seems to have more experience with a grappling-based style. In a grappling situation and if they got way too close, I'd bet on Goro having an advantage, although I'll be fair to note that Muay Thai is very much equipped to deal with very close range situations, and Shoryuken-style attacks such as the Tiger Uppercut have been shown breaking out even from closed binds, rather violently at that.

Also, this may be a bit too much to say, but I feel like Goro is the less skilled one compared to Sagat, despite being way older. As Saman said, Goro employs more brute force than technique, and it is remarked that Goro is outrageously strong compared to most beings in the MK-verse. I think it's fair to assume he could have won dozens of battles by his overpowering might alone. Of course, there are still numerous beings that could challenge him, so he certainly isn't lacking in skill, but I feel like Sagat has an edge here, especially in mentality, as Sagat underwent a very complex journey to develop himself mentally.

I think Sagat does win here, but with difficulties and Goro can win in some situations.

He fought and lost to him, and that battle was also Goro and Kintaro vs Sub-Zero, and the shokans lost anyway.
He also lost to Kung Lao, who isn't Class K.

Goro downscales to Sub to an unknown degree, and adding the fact we don't scale LS just through AP alone, makes it so he doesn't meet the requirements to scale or even being considered fully comparable.

All right I'll admit it. No matter how much I try to ponder it, I just don't see Goro winning.

Goro has all the means to make this fight as difficult as possible, and if Goro was smarter than he is it'd be different. Problem is is that he is a horrible representation of what his race is technically capable of (like most MK races)
Even though their lifting strength is the same Goro having four arms would mean that he could completely restrain him and still be able to breathe fire onto Sagat. His brutality will give him no restraint on going for broken bones and tearing flesh from the start and his dragon fangs are going to make that even more threatening. He has held the title of champion for 500 years, in theory this should be the greatest display of hand-to-hand skill for almost any fighter in the street fighter universe. The problem is when we actually see him. Every fight he's in from MK1 to now is a loss. He's supposedly the strongest shokan but that doesn't really mean he's the most skilled either. To top it all off the people he's lost to have a similar martial arts background to Sagat. Sagat has also played a similar role that Goro has but developed past that and has become more of a hero figure than villain. This means he's is more than aware of what kind of fighter Goro is and how to exploit that. Sagat was also in Shadowloo so he isn't ignorant to world of war. Goro has plenty of ways to technically defeat or even kill Sagat but he never utilizes his powers beyond only their gameplay intent and loses to far more fighters on screen than not, making his victories feel very underwhelming.

Lastly, when Goro fights with Liu Kang he never wins any of the interactions, even in other media, while Sagat beat Ryu in their first fight and continues to fight him bouncing back and forth between winter.
This fight also serves as almost a crossover reinvention of Sagat's SFV story, overcoming the beast that he was.
My vote is for Sagat
