Goro is now 9-A, the match can be made.
Let's start with AP. Goro downscales from
0.086 tons, as he can't defeat Sub Zero (who's equal to Scorpion) even when paired with Kintaro.
Sagat scales above
0.04 tons, as he could easily block Adon's attacks and oneshot him.
Overall, they should be somewhat even.
None of them has ever experienced a fighting style like that of his opponent, although Goro might have seen something resembling Muay Thai. For obivous reasons, Sagat has never fought a 4-armed man, but for what we know Goro also hasn't fought any complete Muay Thai fighter, especially one like Sagat.
Interestingly enough, both are used to fight opponents smaller than them, although it's possible that both of them have had matches against other tall fighters (Goro sparring with other shokans, Sagat fighting against other tall Muay Thai pratictioners and fighters in general).
Both their types of throws and grapples kinda involve using their size, so that might be awkward, and Goro apparently uses more grapples than Sagat.
They are also in the same LS class, although I wouldn't know how to compare them, Goro scale to ripping off heads, while Sagat to easily tossing large bears away, which doesn't have a calc.
Before talking about the biggest argument, I want to mention minor things.
Projectile-wise, both have them. Goro can shoot and spit fireballs and breath streams of fire, while Sagat can use Tiger Shots and Tiger Cannons.
None of them have particularly special powers, Goro can cause tremors and Sagat can set his knee on fire, but the first seems to be more useful.
In terms of stamina and range they should be even, although Sagat is more used with kicks.
Both have ways to enhance their special moves (although Goro and MK people in general don't have it on their profile).
Goro has the Dragon Fangs, which are very good tools, but I don't know how they would influence the fight, maybe Sagat would try a less close approach?
Skill, experience and else is an interesting can of worms.
Goro has possibly the experience in terms of sheer numbers of fight. He's hundreds of years old and has conquered many regions for Shao Kahn, and has won the last 9 Mortal Kombat tournaments, likely against the single best fighter of the competition, at least judging by how went the tournament in MK9.
However, he lost to quite some people, like Liu Kang, Kung Lao, Sub-Zero and Kotal Kahn (the comics might not be canon, but their battle is referenced multiple times in the games). That also make me think that he won the tournaments thanks to his sheer brutal strength, rather than actual skill.
Him being portrayed as an overconfident brute may even have hindered his personal improvement, when it comes to training and such.
Sagat is way younger than Goro, but started fighting since he was a child, and was famous in the entire world by the time of the first SF and related tournament. He also regularly entered the second and third tournament, and he isn't new at "generic" matches, since he fought Adon and Ryu outside of a tournament.
He also trains regularly to always improve and surpass Ryu, and that should not be underestimated, because with that comes a specific mindset. Sagat used to be very confident, but changed during the journey he went through after realizing Ryu held back in their rematch, and as of now he is very level-headed, seasoned and focused, showing it throughout the (little) story available.
And I think that would be a major factor, being used to fight and train regularly, recognizing and exploiting the overconfidence of the opponent (like with Adon in SF4, or with Dan), having a more clear mindset etc. can make a huge difference.
Overall, I think Sagat would win, although with great difficulties given the Dragon Fangs and Goro's unorthodox style.
