Fight takes place in Uni 7s city, this is True Golden Frieza post revival.

Frieza:

Goku Black: 8

I'd say Black because Frieza, even if he was indeed stronger, would screw around with him, giving Black the chance to quicly get stronger and overwhelm Frieza.

Going with Goku Black because he would become stronger as the fight prolongs, his scythe is also a big problem for Frieza.

Yeah, this is pretty much settled. Even if they were blood lusted, Black would still try to circle around Frieza and to get stronger, without getting one-shotted.
