Looking at both pages, both are at 2-A, but looking they’re Abilities it seems like the absolute strongest feats that Bill Cipher has ever done are just what God can do in his base form.

And even then, there is The Shadow who is arguably stronger than God. But both of them capping a 2-A. I just wanna know if there is different degrees of 2-A on this particular Plainfield.
