There is no omnipotent character in hoyoverse, the only thing that phanes cannot control is human free will, because will power in genshin is very influential with raw power and this desire is the basis for why abyss can enter into those who require phanes to punish them, phanes cannot control human desires/imaginations does not mean he cannot control them, human destiny can still be controlled by phanes but destiny can vibrate if there are humans who have a very strong will, and at that time there was a 2nd descender who made the rebellion possible

Surtalogi is stated to be the pinnacle of ultimate power, absolute power and the power to crush all things. He even surpassed a power that controlls all creation.
