I'm confused. If Dottore can manipulate space and time with his amps, would that be hax exclusive or would the Traveller, Columbina and the others be able to scale to him?

They're just manipulating those things at some point, not the entire dimension of it.
Unlike Istaroth who have transcends Time and have control over the entire Temporal Dimension (because she's that Temporal Dimension itself). And Dottore admitted himself that Time isn't the easiest dimension to control.

You're just straight up using logical fallacy buddy. Dottore's operations is within time, not dominance over time entirely, you cannot outrank the framework that makes your actions possible lol
If we go by your logic then all fictions is above the things they manipulate, which is stupid. Manipulation ≠ transcendence, Even if Istaroth is the temporal dimension, Dottore manipulating temporal phenomena does not place him above her, thats just means it places him within her domain.

Why not? lmao, identity and transcendence are not mutually exclusive, she's explicitly stated the one "stillness" within the endless flow of time, thats just means she does not bound by the linear of time and causality, because effect → cause to her (retrocausality). That only works if you assumes that the source of a system must be bound by the system it generates, which is kinda stupid and not how metaphysical foundations work

I think we should also discuss the Moon Reflection. Columbina claims that she cannot feel anything inside the place and is only able to perceive a void "that extends to infinity." The moon sisters call the place a prison of space-time, and the ballad of the crossroads refers to the place as being beyond the reach of time. This place was created by Nibelung, and for some reason Columbina, as the Moon Goddess, can open a Moon Gate to the Moon Reflection.

That realm is literally called "a space-time prison" btw, and literally stated to be infinite by Bina.
