After completing the Archon quest, we learn that the false sky isn't a dome depicting the sky, but a real sky filled with stars and a real cosmos.
So, what Dotore, or Mavuika, or Surtalogi, did was simply create a portal to connect the real world with the one created by Phanes.
This will enhance many of the characters. As I recall, Mona also explained that the stars in the sky are real and thousands of light-years away.

At this point i dont see any reason for Dottore to come back because it will make genshin story way too predictable there are other stronger peeps to deal with Dottore isnt the only one

As I said, even the moon and blue cosmos in the latest quest are still within the world's borders. The fake sky isn't a dome or an illusion, but rather the real cosmos enveloped by the world's borders.

Oh, yeah that's how it is, I explained earlier, if the border is the border of the world and the fake sky is the cosmos that is inside the border of the world, that's why it's blue not red.

The image I sent is of us on the moon, and it has been confirmed that the moon has returned to the false sky.
So, the blue cosmos is the cosmos of the world within the borders of the world, which is why it's not red and there's no abyss there.
This also actually explains why outside the borders of the world and inside the borders of the world there are their respective suns, which means that both outside the borders of the world and inside the borders of the world have their own cosmologies.

If we actually completed the quest, we will be told that the moon has been moved back into the fake sky, columbina confirmed it even on her profile explained it like this
And the moon is outside of the False Sky.

Here are my toughts on scaling (Havent made the quest, but i watched cutscenes and some moments
- Full Power Columbina (Moving the moon) => Nicole (gave Arle and Varka some amps to perform same feat) > Dottore god (3/4 of Columbina's Powers based on Moon Marrows) > Dottore with 2 Moons Marrows > Aether, and Arle with 1 moon marrow >= Traveler Nod Krai with no Marrow (Still could pierce Dottore's body with no dificulty, and also stated to be the strongest person, including Nefer) => Nefer (could kick Dottore's ass with 2 marrows and fight Rerir, she is definetly a top tier)
- Tarta around Arle (no marrow) lvl, they fought togheter against some monster, and he wants to fight her
- Albedo and The Chees boss now scale to Hydro Traveler instead of initially tought Pyro

There are some inconsistencies, like the sword or the fact that he knew about Fake Sky, things Traveler just learned in 5.1 (I have a lot of args to defend Skirk)

There a NPC knight who said Andrius and Decarabian were strong Archon lvl (using 魔神, which means Demon God or Archon) and Rerir (10%) was Super super strong archon lvl
I think it leans more into Tier High 4C or High 5A
Would scale to Phanes and Nibelung

Well, the Heavenly Principles can achieve that level by creating the false heaven. Given that tier low 2-C is currently at a crossroads between staying or leaving.
