Yeah, that is the text of Albedo statement which is indeed aimed at investigating the truth of the world, so what Albedo said is something credible, what he did to the slime is proof that his research is correct if ash can give rise to life.

The creation can indeed be scaled up to attack potency, if the creation is through universal energy, meaning the energy he uses during creation is the same as the energy he uses to destroy or fight and injure other characters.
