He stole all of the Sovereigns authorities, this was obvious, neuvi already told us back in act 4 of Fontaine. That's why the Seven Archons are exist.
Of course he would also have kuuvahki energy because he ruled the current world. Not to mention, the three moons was under his control after he defeated the seven sovereigns. He also created the Moon Wheels alongside the moon sisters.

I mean like.. Bros literally created the seven elements of today using the Authority of the Pyro Dragon with Phlogiston. That's why Xiuhcoatl was called "master of the elements" because Xiuhcoatl was literally the purest embodiment of Phlogiston which are "mother" that birthed the seven elements.
This is kinda funny too, because when they mentioned "Primordial Master", it always referred to either the Primordial One or Dragon King Nibelung. And yet, they also used it for the Pyro Dragon.
