and i'm also pretty sure that flins can have incorporeality because basically fae are just spirits, that's why he can change his form

But now he has a physical form.
He does that not through Elemental Energy but his own trick as a fae same goes to his blue flame, so its not elemental intangibility.

This is like the case of youkai, because basically youkai do not have a physical form and are invisible, but they use their avatars as humans so they can live with humans.

also i think shapeshifting is probaly better than transformation for this
transformation is changing parts of ur body n shapeshifting is like changing ur body entirely to completely look like something else

i mean yea like that involves transformation… but shapeshifting is a bit more specific for that kind of stuff if someone straight up turns into something else thats like way completely different from what they actually look like before
u could say someone transformed into a pig or like a chair n it can still count as shapeshifting for them bc theyre still changing into something different

You said 10% of 4-C is Low 4-C. Now, we don't have that tier yet and we need a CRT for that.
You can make that CRT and try to offer 10% Rerir is Low 4-C, and then after that, we can discuss who's scale to that like Flins, Traveler and others.
So right now, 10% Rerir would be just scale to above current Traveler which is at least 6-B.
