Nah, both are just stated to being comparable to the HR, then it comes down to whoever has better abilities/BIQ, if Neuvi has the og sovereing dragon memory he has a chance of win, Sinners as far we know had barely fought anything at their lvl while Dragons could match for 40 years against stronger beings
