Because even though they're both fused which is become one, but we know they're 2 different person and Rhinedottir has a key of her being a Sinner before becoming the Ruler of Life.

So think of Naberius' key will be the first Key for Naberius and Rhine's key as the sinner is the second key (except for Abyssal Energy)
 
Naberius' profile is gonna be the same as Rhinedottir's profile its just different name.

I think Rhine is the most haxed Shade so far rn because she has the abilities from the Hexenzirkel too.
Not to mention the Abyssal Energy

I DON'T THINK that Naberius will get Rhinedottir's Abilities.

Because, Rhinedottir is more dominant in her body, not showing if they're equal in term of controlling their body. And Naberius only shows up like a camera thing if she ever wanna talk.

Its literally like Phainon and Flame Reaver case, the Flame Reaver didn't get Phainon's abilities obviously.

I don't think anyone is more dominant because they both don't have free will, they are more like split personalities, that's why Naberius can prevent Rhine's actions, and all of Rhine's current power is Naberius' power, Rhine before joining Nabe will not get the authority of life, she is only an alchemist and uses abyss energy

She can´t prevent Rhine actions, she can only voice disapproval. Naberius doesn´t have one single agency within the shade body.

I don't think so, because when Rhine brought up Phanes sleeping, Naberius firmly said I won't let you do such a thing. Which means Nabe can prevent it by action. At the beginning, Ronova also mistakenly thought that Rhine was Nabe, which means Nabe still has will over her body, but is no longer free.

What she said ´´I can´t allow you to think that way´´ When Rhine brought up it´s the right moment to strike when H.P is asleep. Beside that if she was truly able to prevent Rhinedottir actions why did she allow her to litter over Asmodey space and use her power as mere amusement when she clearly disprove of her action. It´s because she have no power over Rhine. Rhine herself confirms this by claiming Naberius nagging gets into her skin.

Naberius only disproved of things which breaks rules, like "heavenly principles sleeping a good moment", she never disproved of littering space created by Asmoday

It is pretty obvious that Rhinedottir can't break rules no matter how much she wants
