The narwhal was in 2 occasions beat up to the point of being described as almost dead by 2 Sovereing lvl character, heavely dout he is sovereing lvl if ur state after fighting one is "almost dead"

The first occasion, he was beat up was when he was satiated therefore it is easier to defeat him and they didn't even beat him directly but by his powersource. It was also confirmed that the sovereign dragon wouldn't stand a chance to defeat it once hungry. This should atleast scale him on a sovereign tier consider on either state of Narwhal, he was still considered a match to Neuvilette.
The second occasion was with skirk right? Well Narwhal is just a training dummy to Skirk anyway
