For it's ability to be limited to Teyvat anyway since they're the shades of Heavenly Principles in which I'm sure that Phanes gave them all that kind of authority with a limitation, like this is probably what they were talking about when they said the Shades have limits and Asmoday probably just joined forces with the Sinners so she could use it beyond Teyvat

They don't care? Giving life, protecting them, making them flourish and wealthy and happy isn't their care? Defending the planet when old sovereign came back with bad abyssal stuffs even costing him his functions is not their care? Selecting archons and giving people visions to fight against the abyss isn't their care?
If they don't care about humans and only want to protect themselves, they would have never introduce elemental system and give people visions. It's described in records that Phanes is a benevolent being
