Pam, the strongest character in the series

First Mage > Three Sages > Nemurin > Keek > Pam
 
Their Tiers were made based on how much the characters can damage, tank and handle each other, progressively scaling down from Pam. There are no specific AP values due to there being very few quantifiable feats
 
Um....I don't think you can scale characters like that. Without concrete multipliers its all just unquantifiable. The only other feat I'm aware of that they can scale off of is an 8-A feat.
 
There's an 8-A feat, yes. We also know Pam is on par with nuclear bombs. Post-Unmarked Ripple is close to Cranberry, who can trade blows with Pam
 
Being on par with nuclear bombs is already questionable as justification for a specific tier given how wildily nukes vary in power, but taken at face value how would this make Ripple High 7-C when Pam is Low 7-B? If there's a specific multiplier in play then surely she'd have a specific value in tons, but if there isn't then how does she downscale to High 7-C if she's comparable to a Low 7-B?
 
Well, Ripple isn't on par with the Low 7-Bs. She's close to them, and is skilled enough to trade a few blows with them, but not strong enough to downright take them on
 
Yes but how does that downscale her to High 7-C? Without a concrete multiplier you can't just scale like that.
 
Funny Trick is on the level of the 8-As. Tepsekemei is far stronger than her, as she could tickle Pam. Grace then stomps her group in power, including Tepsekemei. Hana then casually crushes Grace. Ripple is on par with Hana.
 
Sorry but that entire scaling chain would only elicit these characters being placed at a higher degree of 8-A, at most Low 7-C, exceptions going to characters even slightly comparable to the Low7-B's. If there are no High 7-C feats and no multipliers that could scale these characters up or down to High 7-C, how exactly are they rated as such?
