I am very uncertain about scaling him from multiversal Eternity based on a recap text. From what I remember, within the story itself he simply destroyed a universe.
 
Resetting a single universe's timeline back to normal is just a Low 2-C feat.
 
No it wouldn't. It would just require a universal reset. Also, I personally strongly doubt that the Chaos Wave was anywhere near High 1-B. It was also mostly a chain reaction.
 
All that affected the 616 universe was reality warping.
