Okay, straight to the point:
Sengoku (One Piece) and Monkey D. Garp are treated as 6-B for the wrong reasons.
In fact, there's no real reason to scale them to the Yonko at all in their current states.
They are treated as Country level because when the upgrades happened I rushed and changed them to 6-B without thinking about it. When I noticed my mistake, it was too late, for people thought they were legit at that rating without even giving a good reason.
Their reasons are that they chased and fought pirates like Gol D. Roger and Shiki (One Piece) in the past, yet they show no reason to scale to them at an old age. Garp himself admitted to not be able to replicate the same feats he did at his prime. And his only feat is punching Marco out of the way, who's High 7-A, way below 6-B.
Same applies to Sengoku, who has even less feats than Garp.
We have to downgrade them both to At least High 7-A for being comparable, if not superior to the Three Admirals. And while we're at it, they should possess a prime key where they do have the 6-B ratings, scaling from the likes of Roger, Whitebeard and Shiki (who they fought against 24 years ago).
