Either Tatsumi or Inconclusive.

On one hand, Garou is much higher on the 7A scale then Tats is, as he's baseline while Garou defeats baselines easily.

On the other hand, Tats's reactive evolution feats vastly outclass the Monster, and there's nothing stopping him from range spamming Garou to oblivion from the Sky, as Garou lacks a somewhat decent range game.

Inconclusive, leaning on Tats.

And please, no one bring up that Tatsumi won the previous fight, they've both been updated since.
 
After doing some actual research this time...

Yeah, Garou's not going to win this.


Tatsumi is way too big to be able to mimic it's fighting style and I don't think he has actually won against any other species besides humans (not including watchdog man and saitama, cause Watchdog Man actually fights like a dog and saitama is already a monster in the start).

Sooo yeah, Tatsumi takes this cause he has more powers and abilities, like fire manipulation, flight, and Regenerationn, despite not being really good.

My vote is for Garou

Tatsumi's fire breath although will damage Garou at first Garou's reactive evolution and adaption makes up for it immensely and he would more than likely resist it after taking a couple of hits and besides it isn't the first time Garou has dealt with opponents with large aoe ranged attacks(overgrown rover) so whether or not he could adapt to it he can always dodge it but he would more than likely adapt to the flames.

Tatsumi's regen is not enough to compensate for the ap difference since even Garou's 1st monster form is vastly superior to his human form who already is on the high end of mountain level, 1 hit from 1st monster form Garou(or possibly base) would be enough to blow Tatsumi to pieces due to the large ap difference.

Tatsumi's flight is meh, Garou can just jump to reach him although it wouldn't be as flexible as flying he can still do it.And if Garou adapt and counters Tatsumi's fire breath that would make his flying pointless and even if he couldn't adapt he would more than likely go to his 1st monster form and be faster and stronger than before making him able to catch up to Tatsumi and OHKO.

And Garou's reactive evolution based on my knowledge is indeed greater than Tatsumi's or at least more useful seeing as he will develop a resistance to an attack as soon as he is damaged by it or under its effects(physic abilities and poison) that along with Garou learning his opponents tactics and skills to form a counter attack, while Tatsumi has to forcefully go through stages to evolve or gain a resistance to something and not evolve in the heat of the moment but I could be wrong if so someone correct me on that.

TL;DR Garou has faced ranged opponents and counter them, Garou can likely adapt/evolve to Tatsumi's fire breath and counter it,Garou can bypass Tatsumi's regen due to the large ap difference and with reactive evolution increasing that ap difference, Tatsumi's flight can be counter by Garou's reactive evolution increasing his speed or simply him jumping,and Garou's reactive evolution is arguably superior(at least in this matchup).
