Anyways, highballing the feat to using the amount of radiation emitted from a solar flare (bursts of radiation from sunspots on the sun's surface), it's still only 1753.2 mSv.
The source, send us the source, as far as I'm concerned if a planet like mercury receives 7 times more radiation than earth. Then surely being hundreds of thousands of times closer than mercury would warrant something much greater than that.

The BFR via EXIT is something he normally only does when eliminating contestants from his game, although he did try BFR’ing Profily to the BRB once he became too annoyed by him ruining his competition. However, he only attempted to send him to BRB because all the seats in the classroom within his EXIT were full, so Four could go for this as a first. Should also be noted that he does this [the BFR via EXIT] in every pre-split era episode.

His Size Manipulation was something he only did in 3 episodes, although the first episode of BFB was his more prominent use. He used his size manipulation to stop Black Hole from destroying Earth as well as shrink him in size.

Garou will open with Nuclear Fission Fist and Gravity Knuckle simultaneously all while using portals to make himself harder to predict (and possibly teleporting his fist to use it.) and if it doesn't work a GRB (wich can likely kill 4 if it fully engulfs him before he uses size manip.) After that he tries BFR (wich can both be placing a portal in front of 4 while he moves, or one underneath that just teleports him away) and then goes martial arts dura neg and trying to find new solutions and survive while his AD makes him grow fast/strong enough to beat his enemy.

If 4 opens with thought based BFR to pocket dimension in a fight then he probably wins. If he tries anything Garou can dodge by portal then Garou likely wins.

Made a mistake here. This is for commercial airplanes.

Since the sun produces energy by fusing hydrogen in its core, just like a hydrogen bomb (Nuclear Fission), we can use that as a rating. 200 MeV = 0.000032051282051282 mSv

Mind you, this is a huge but, but pretty safe lowball considering what we know. I don't think there's any way to know for sure how much radiation is in the sun's surface.

I don't think his passive radiation/NFF radiation is doing much here when 4 not only has low-high but didn't even seem inconvenienced by turning into a puddle (was talking and thinking normally as one before reforming himself quickly.) Garou legit needs to at least vaporize him with radiation here. (wich will likely need more than his NFF, i think.)

You're not wrong BUT. a core of a hydrogen bomb detonation is miniscule when compared to the core of the sun. So that value is basically the bare minimum. Just scratchin the surface of the true value.

Ionizing radiation can rip apart electrons from atoms, alter DNA, and more. Nuclear Fission, which is literally what Garou's NFF is, emits beta radiation, which is a form of ionizing radiation that, although has less penetrative power than gamma rays, is more effective in ionization.

NFF should be more than enough to deal with 4, as Garou already has the AP gap.

You're right. Like I said before, there's no way to truly know, so we can't just say 4 can resist Garou's radiation when we have absolutely no idea how to quatify his radiation resistance.

Scaling up, it is:

Hydrogen Bomb: 4.8 km and 0.000032051282051282 mSv
Sun: 1392700 km and 9.2995459252917 mSv

I don't get what you're asking.
The radiation above the Earth's atmosphere can be as much as 50-2000 msv. The value you got is a far cry from that

Let's shift from the radiation talk for a while, as it's taking up the majority of the thread.

Does 4 have any other wincons outside of BFR?

If 4 opens with the thought based pocket realm bfr he wins.
But... has 4 ever been in a fight or attacked?

even with over 140 million kilometers of social distancing, astronauts are still bombarded with 50 to 2000 msv worth of radiation. the amount could be hundreds to thousands of times greater if it were far closer
And we have no way of finding how much radiation it emits so we can't just say that it's greater than Garou's radiation emission.

50 to msv worth of radiation over a period of over a month.

Astronauts receive around 400 msv a year, which translates to 50 msv every 1.5 months.
How much exposure to radiation did the Apollo 11 crew receive? The Apollo 11 crews were exposed to 1.67 mSv per second as they crossed the Van Allen radiation belt (Figure 1) [7]. This amounts to a total exposure of 1.8 Sv in 3 hours of travel through the radiation belt during the mission.

Actually no. It was far more frequent than that.
