Basically, Sans' durability negation = soul hax + unknown way to negate dura.
We know the mechanics behind the first one, so that's independent from the tier.
We don't know the mechanics behind the second one, so it works up to the best feat it has (negating Flowey's 7-C dura).
We can't assume that it works on a 6-B without feats nor mechanics to back up that claim
