Game scaling?

Ok so let’s say characters A and B are playable characters in a game and C is a villain
if canonically speaking, character A one shots C, but B doesn’t do this, but B has the same attack power as A, can the damage be used to say that A scales to B and can also one shot C?
 
If B is in the same party/fights the same enemies as A, B can scale to A. If B has higher stats, and the game indicates stats are an actually canon (such as mentioning them outside of tutorials and explanations for the player), then B can scale. If all we have are in game numbers that are only game mechanics and A and B don’t interact with each other in any sort of combat setting, B can’t scale.
