Game Modes

I don't think difficulty is really taken into account, characters that are superior to everything in verse tend to get one-shot on harder difficulties or are so above everything that even Easy makes them look bad (see Doomguy)

But if an answer is needed, probably whatever the game defaults to, if it's a must.
 
Actually, for example, on a game where you can choose any mode you want (all modes are unlocked), an equipment/ability is weaker on a harder difficulty. Would it only be Game Mechanisms?

This is of course unless we have other information to base ratings off of, like lore indicating characters are less or more durable than they are in gameplay, etc.
 
Basically, Cali sets challenges for skylanders where the enemies are weak, and they get powerups for completing them. The former and heroic challenges in general are never elaborated on, but the powerups are mentioned.
