2 is literally 1 but better. I mean, 1 can only go up to SSJ 3 if he is a Saiyan, can't go giant as a Namek, turn into Kid Buu if he is a Majin or use the Kinton Cloud if he is a human, etc. While 2 can go only up to SSJ 3, he can go giant, turn into Kid Buu, go Golden and use the Kinton Cloud.

2 easily has this, plus they fought and 1 lost.

FW2 would win. FW1 might've fought on par against FW2, but FW2 is not only canonically stronger but has much more techniques. Besides FW1 isn't getting past Mid-Godly regen.
