Frisk Reactive Power Level replacement

Reactive Power Level with Determination (Allows Frisk to almost immediately fight around their opponents level up until he has reached full Determination. This normally scales Frisk to the opponents attack as shown by their inability to harm Mettaton in their base and have trouble harming Jerry)

RPL now redirects to accelerated development which they already have via leveling, and Empowerment is a much better fit for this anyway, so replace RPL with that, very simple
