The novelization of the first movie of X-Men states that Cyclops can easily blast a hole through a mountain, which was calculated and accepted at 8-A. Considering that Cyclops uses his visor to regulate the power of his Optic Blast and most of the time he holds back I think no one should scale from it at its peak power, with exception of maybe Jean Grey's TK, who used a forceshield to block the Optic Blast of a Cyclops who was being mind controlled to kill them and thus wasn't holding back.
In summary, Cyclops' tier should be something like "9-C. Varies, High 8-C, up to 8-A with Optic Blast", and his range should also be upgraded to Kilometers with the Optic Blast
