I think Flowey's tier should be changed to at least 9-B (Almost killed Frisk with just one attack).

I'm pretty sure she just wanted to knock him away, still, I think the fact that he didn't showed any big injuries from a fireball that knocked him some meters was a remarkable feat, since he is, well, a flower .

That was done before he absorbed the souls actually, and Flowey has actually stated that he has killed everyone in the Underground multiple times in the past before
