Yeah he had his powers (yet wasn't at full power admittedly) and getting moped by this guy with time powers, then he lost them by getting zapped with a gun. Then the bad guy held Wally unders shot with his time stick and brought up Wally's wife being kidnapped and a powerless Wally proceeded to blitz him, took his time stick, broke it in half and threatened to ram it through his throat if he didn't give him an answer on where his wife was within 3 seconds.
