Not sure but I vote Gray for now because he can easily one-shot even with a casual attack.

If he does that though she would trigger her self-destruct attack and his Durability is only Small City?

His durability is supposed to be at least City level for being likely superior to Base Natsu. Or just plain City level.

Also, he took hits from Invel so yeah, his durability should be at least City level.
