Could be wrong, but I think Lupa has an ap advantage I'm not completely sure, also would wolf stare or animal manipulation mess with Fenris

Fenris scales to 36 Gigatons.
Fenris scales to Hulk, Hulk scales to Thor, Thor scales to Hela. The 2.8 gigaton feat is just a supporting feat.
Wolf Stare is useless, it just make you look scarier to induce fear in the opponent, doubt Fenris would be scared. Animal Manipulation...hmn, good question. Fenris has control over her own wolf pack, but dunno about other wolves.

Ah, alright I figured the wolf stare would be useless, so this means fenris has the ap advantage, but Lupa's regen and immortality might give her the win and possibly animal manipulation assuming it works
