I'll say Kefla will start even with or ragdolling Black but later on he'll get used to her power level. The difference is not really that large tbh.

SSR Goku Black might have a chance against Base Kefla.

Kefla would likely go Super Saiyan immediately after sensing Blacku's far more powerful Ki. That being said, she scales above ToP SSBKKx20 Goku and forced him to activate UI Omen. I think that she should have the AP advantage sthough I'm not sure. Not voting as of yet.

SSR Black is >> SSB Vegeta and SSB Goku at the end of the Black arc.

While Base Kefla is >> SSG Goku (ToP) who should be comparable to his previous SSB self.

So Base Kefla and Rose Black are quite comparable (though I'll say Kefla is stronger) IMO, as I don't think UIO1 made Goku get much stronger at all. post UIO1 Goku didn't seem to be much if any stronger compared to pre UIO1.

Kefla is cocky and likely won't transform at first against a weaker opponent.

So black will have some time to adapt until she notices he's getting stronger, unless super saiyan still makes it a one shot.

Anyway, I agree that Kefla isn't transforming right off the bat but as Black grows stronger she'll immediately use SSJ and that will one shot the heck out of Black for sure.

So I actually just made a DBS 3-A scaling chain earlier and I can confirm that Kelfa would stomp SSJR Black as a SSJ.
