@JSW Actually Small Country level for the weapons, assuming there aren't other feats. As for scaling, did something pop up that would make them scale or?

^Hector was able to battle some of the Dragon Lords, Marcus starts out as the Jagen type character in FE7 and FE6, and Bartre makes an appearance as a playable character in FE6 and FE7

I also downgraded Divine Weapon users from FE7 as well as Nergal, the Fire Dragon, and Ninian

Thank god for the downgrade, Continent Buster is far too high for FE6 and FE7 both, Small Country might even be too high, I'd divide the outcome of Small Country by the number of legendary weapons, and go from there.

Actually, the weapons were calced at Continent individually after dividing from the Multi-Continent level Ending Winter, which the weapons caused

I understand that they ended winter...but...it doesn't add up imo

No... They caused the Ending Winter, a massive snowstorm that almost reduced all of Elibe into a barren wasteland. The energy required to cause it is what's calced.

I believe Roy should be Large Country Level, as the Sword of Seals was in a weakened state when he got it.

Not sure where you're getting that impression from. Roy released the seal on it with the Fire Emblem before drawing it.
