Yang is not physically weaker, Gum only has Class 5 Lifting Strength, Yang has Class K. He isnt physically strong enough to restrain her because of this

Okay, Gum at his maximum output is equal to what Yang can take with little issue normally, while Yang with her semblance is beyond what Gum is able to absorb with his Quirk

Due to the lifting strength gap Gum doesnt have the strength to physically restrain Yang

Gum also only has one attack every so often that will actually do any meaningful damage to Yang, but isnt strong enough to put her down in one go which will only activate her semblance and make her strong enough to beat him with attacks he cant absorb as a result
