If a character holds an explosive in their hands with their arms outstretched in front of them and they tank it exploding, would it count as point-blank or does durabilty need to be calced via ISL?

I'd say they'd just scale to the full yield of the explosion considering they are at the very epicenter of it.

Depends on what kind of explosive it is. If it's a nuke, they're not close to the epicenter to begin with. There are multiple layers before you reach the uranium core.

What about dynamite like shown in the reference scan?

If their hands literally cover the bomb that was exploding and forced the explosion closed, they fully upscale from it.
