What makes you say that when there are so many different ways causality manipulation can be used and the way Amaterasu uses it isn't described?

because she's gotten to the point that she's so powerful she doesn't need to use it

every god or god-like being in Fate has authority, although most of them don't use it

I mean, it could be damage post-poning, but it could as easily be reversal of cause and of effect. The character not needing to use it doesn't really tell you what the power is.
